The ziggurats remind me of the Mayan temples - no inside, but stepped layers and a set of steps leading up the front. Several could be in one city.

It will be interesting to read your next part. Is there symbolism in our government replacing submission to God with submission to government? For example, political correctness. Are federal courts esteemed above faith? Are they representing a new path or tower towards heaven?
