Carol, I think that the short answer is that when there is a shortage of men (due to war, etc...) and/or a shortage of men wealthy enough to allow women to stay at home with the kids. If the average man could afford to have a stay at home wife, there is no need, but if men are too broke to marry, the Lord could allow polygamy to allow the women to share a husband and become mothers able to stay at home. The Sister Wives show has some of the wives working and at least one staying at home so that there is always someone there for the kids which allows the women who like to work to be able to to help support the family and allows those wanting to stay at home to chance to. Whether this advantage overrules the disadvantages of that lifestyle is up for debate, but I REALLY doubt that I could endure it. those who are happy doing that are better people than i am.

Do you have any ideas on WHY the Lord would command some to practice polygamy?

We know the righteous polygamy too place in the Book of Mormon. in ether 1:41, the brother of Jared is said to have multiple families (probably meaning wives and their individual children). Ether 6:20 said that he had 22 kids. One woman COULD do it, but most likely he had a few wives. Alma 10:11 has Amulek talking about his women. He also mentions his children and kinsfolk separately so his "women" does not include his daughters, sisters, sisters-in-law or cousins. The Book of Mormon, like the Bible, only allows polygamy as the lord dictates.
