Did the Lord cause the great volcano of 1815 just to make the Smith family move from Vermont to Palmyra? He sees the end from the beginning, and sets the stars and planets in their orbits. It is not inconceivable that this was planned out before the earth was built.

To the contrary, we have entered a Grand Solar Minimum Period. If you want to know the effects of it, look up the impact of the Maunder Minimum of the 1600's. Weather will continue to get more chaotic as the years continue to go by. The Joseph Smith family had great issues being able to farm in New England during the Dalton Minimum, hence their moving to Palmyra and near to Cumorah - and the rest, as they say, is history.

I have always believed that the Lord is in control of everything, including the climate and the weather. This fine article reinforces my belief.
