Even if the vaping liquids do not contain nicotine, two factors to consider are: 1) the influences of someone vaping on younger, impressionable acquaintances, and 2) the physical effects of second hand vapor on anyone who is nearby.
I agree that not all e-cigarettes contain nicotine, however, one is injesting vapor. A mist. Ligquid into their lungs. The medical field and dental field has reported over and over again that the application of liquid into the lungs over a period of time can become a health hazard to the lungs.

There might be differences from country to country but e-cigarettes CAN contain nicotine. But many do not. Anybody who buys vaping liquids can choose to buy some with or without nicotine. So vaping can be absolutely nicotine free. There are no conclusive studies on whether or not standard vaping liquids do indeed pose health risks. Vaping liquids from reliable sources usually do not contain substances that are known to be harmful if inhaled.
But I adhere to official Church policy that says vaping is against the Word of Wisdom. But that does not mean that it is indeed harmful to your body. I think it is important to draw this distinction.
