Thanks for reading and sharing Peggy. Yes, your insight is correct. Additionally, in the ancient Biblical world, the accumulation of horses always meant raising a military. From the Old Testament perspective, it was the role of God to raise and lead the military, not any human. God was seen as the divine warrior and so any human king taking over as the military leader was actually evidence of apostasy, as though the human could replace God in His role as the divine warrior who provides ultimate protection. In the Old Testament context, God was the one who provided and safeguarded freedoms. Hope that extra context helps!

Taylor, verse 16 may mean wealth. The accumulation of horses and chariots may be akin to acquiring cars and the like, today. An able military was always a necessity in safeguarding their freedoms.
