I think there is also something to be said for the point that perhaps people need to consider *not* rebuilding in these areas that have been repeatedly hit by floods and hurricanes for hundreds of years. If you know that Area X is going to incur many billions of dollars in damage every 5-10-15 years from natural disasters, perhaps it is time consider rebuilding farther inland and/or in a different area, so that we don't have to keep dealing with such catastrophic losses again and again.
