I have read a few years ago in an apocryph text, which I have not been able to find ever since, that the second degree of the celestial kingdom is for those who progressed enough to have a spirit posterity but not enough to create worlds to put them in, so that their spirit children are sent to worlds created by those who attained the highest degree. I remember that the whole excerpt included the other two degrees and sounded a lot like the D&C verses.
