My understanding is that those who are thrust down to hell, and haven't committed the unpardonable sin, will inherit the Telestial Kingdom.

My reading of D&C 132:39 is that David has, indeed, failed to be exalted, referring to the highest degree of glory within the Celestial kingdom. However, we are also told he has received his reward. As such it logically follows that he has already been resurrected. He must therefore have inherited the Celestial kingdom but to a lesser degree within that kingdom since he is not exalted. That may be what was meant in the article, but if so it was not as crystal clear.
