I have always interpreted it to mean full of light (followers of Christ) or full of darkness (followers of Lucifer) This works for me. I have witnessed this many times in people I know, no matter what the skin colour might be, when filled with the light of the gospel, they shine brightly... when they are living a life not in keeping with gospel standards, they have a dark shadow surrounding them.

It doesn't matter the color of the skin. There is a glow, a light in one's eyes and in the countenance of someone who is living or striving to live a Christlike life.

While serving as an Assistant to the Matron in the Accra Ghana temple, I contemplated this question often. The saints I worked with and for there are some of the most spiritual, loving, wonderful people I have ever known. One day as I was looking at some of the temple workers, I realized how much pure light radiated from their faces. Suddenly, for me at least, the answer was crystal clear. Those who are without the pure love of Christ become darker and darker in their countenance. Those with that love and testimony do the opposite. I now believe that "white and delightful" is referring not to the color of one's skin, but to that beautiful spiritual light that shows in one's countenance. When I see one filled with anger and hate, I see a blackness in that countenance- which has nothing to do with skin color. Those who strive mightily to follow the Savior radiate that delightsome light which comes from Him.

You might also recall that many of the Steppes tribes were all one ethnicity in the modern sense), but their leading clan was often referred to as the White clan. Some had white skin, some had varying shades of brown, but still called the king's clan the White Khazars (or whatever). The discredited scientific theory of racism doesn't translate backwards; it's only relevant from the 18th Century on.

The ninth Article of Faith states that God "will yet reveal many great and important things pertaining to the Kingdom of God." The answer to this question may therefore not come from another human being, as well-intended as he/she may be, but from God himself. Therefore, let us patiently wait for true answers to come to us from the divine source, and meanwhile please the Lord by loving people of all races.
